Non-expert Thoughts On The Syria Attack

The consensus view on the legality of the American attack on Syria among experts seems clear: the attacks, most experts have said, was illegal under international law. The basic reason is this. Article 2(4) of the United Nations Charter provides: “All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.” The consensus view is that the only uses of force that are consistent with Article 2(4) are those mentioned in the Charter: uses of force authorized by the Security Council, and use of force in self-defense.
