Filing a Rule 4(f) motion to served by e-mail where contracts at issue expressly allowed it and signatories were Republic of Brazil and three subsovereign states of Brazil expressly agreed to be served by email. Gamesmanship to not allow foreseeable third party non-signatory to serve by email especially given all of the past shown gamesmanship. Many thanks!]]></description>
