Nick, I have not gotten any clarification on this from the Hong Kong central authority or anyone else, but then again I haven’t asked!

I’m not completely sure I understand your suggestion about “official channels.” Hong Kong’s Article 10 declarations mention “official channels,” but I’m not exactly sure what’s meant. There’s some sense in using tried and true methods (e.g., the central authority, or service by postal channels) rather than trying to decipher this.
