Nick, I have not gotten any clarification on this from the Hong Kong central authority or anyone else, but then again I haven&#039;t asked!

I&#039;m not completely sure I understand your suggestion about &quot;official channels.&quot; Hong Kong&#039;s Article 10 declarations mention &quot;official channels,&quot; but I&#039;m not exactly sure what&#039;s meant. There&#039;s some sense in using tried and true methods (e.g., the central authority, or service by postal channels) rather than trying to decipher this.]]></description>
