					<description><![CDATA[On Sept. 4, the court, at the suggestion of the government, dismissed the action on the grounds that Rajapaska, as the sitting head of state of Sri Lanka, was absolutely immune from the jurisdiction of the US courts while in office under the doctrine of head of state immunity. My post referenced the possibility that he might be immune from suit  on different grounds, namely that he is being sued for governmental functions (subject to possible exceptions under the TVPA or for jus cogens claims).]]></description>
