					<description><![CDATA[saw the brief, i was there, i challenge invioces that included services we did not receive and refused to pay them.  they took the invoices to another site whereupon they were being paid.  two years later and kbr is still paying for the phantom services.  no one really gave a flip about it or would research it.  it&#039;s a mess and of course don&#039;t want to disclose]]></description>
